Five officials of the company that was building a flyover that collapsed on to vehicles and street vendors here have been detained.

Kolkata Police Commissioner Rajeev Kumar, who paid a visit to the mishap site, told reporters “We have detained a few officials of the construction company. We are taking action against them”.

Kolkata Police has registered a case against the Hyderabad-based construction firm IVRCL under sections 304, 308 and 407 of the IPC and sealed the local office of the company.

According to another senior police official, who spoke to PTI on condition of anonymity, about seven persons, injured in yesterday’s mishap, were in a “very critical condition”.

Asked when would the area be cleared off all the debris of concrete and iron girdles, the officer said, “the clearing at the main crossing (Ganesh Talkies crossings) will hopefully be over by today. But the rest like iron piers, iron pillars, broken concrete parts will be cleared in a step-by-step process.”

The other end of the Vivekananda flyover towards the KK Tagore Street, where the metal pier, holding the bridge, was completely damaged would be cut but “a planned engineering plan is necessary for that”, he said.

“It’s a very very congested area with buildings so close to the flyover. And most of the buildings are very old. So we must keep in mind that in order to remove the damaged portions of the flyover another mishap does not take place,” he said.

Speaking at the Security Council debate on ‘Role of Women in Prevention and Resolution of Conflict in Africa’, Akbaruddin noted the advances made in Africa in gender empowerment but said considerable challenges lie ahead given the dearth of women in peacekeeping activities.

He cited UN reports to point out that women globally constituted less than four per cent of signatories to peace agreements and less than 10 per cent of negotiators at peace tables.

Women also constitute only three per cent of the military and 10 per cent of the police who are deployed by the UN in peace missions.

“These numbers reflect the enormity of the challenges that we are confronted with,” Akbaruddin said, adding that despite the increased focus on the Women Peace and Security agenda, women and girls continue to be major victims.

“The issue of Women Peace and Security cannot be seen in isolation from the wider societal context involving gender and development issues,” he said.

India, which is the lead troop contributor to UN peacekeeping missions, has the distinction of providing the first ever Female Formed Police Unit for the UN in Liberia.

“While there has been only a marginal increase overall in the number of women peacekeepers, the first ever Female Formed Police Unit for UN was provided by India for deployment in Liberia. The unit has been widely appreciated for its work and for setting a pioneering example,” Akbaruddin said.

He said India has also contributed lady officers as Military Observers and Staff Officers in addition to deployment with the Medical Units.

The Indian envoy further noted the efforts taken by the international community to address the issues of gender equality, empowerment and development in a holistic manner.

In another significant capacity-building initiative, the New Delhi-based Centre for United Nations Peacekeeping (CUNPK) in partnership with the UN Women, is now conducting the 3rd United Nations Female Military Officers Course (UNFMOC) for 40 women military officers from 26 countries.

UN Women head Phumzile Mlambo-Ngcuka also called for greater efforts to reach the goal of allocating at least 15 per cent of peacebuilding resources to gender equality and women’s empowerment.

“Women need to be resourced so that they can do more. The commitment to allocate at least 15 per cent of peacebuilding funds to gender equality and women’s empowerment, must become a reality,” Mlambo-Ngcuka told the Security Council.PTI

Assam Chief Minister Tarun Gogoi today accused BJP of spending “hundreds of crores” of rupees in an attempt to topple his government with the help of Governor, echoing allegations of his Himachal counterpart that BJP was trying to destablise Congress governments in states.

“BJP spent lots of money. They wasted hundreds of crores before the Bihar elections to topple the government in Assam.

They tried it by taking Himanta (Biswa Sarma) and other MLAs, but they could not do it,” Gogoi told a press conference here targeting the central government led by Prime Minister Narendra Modi who had launched a blistering attack on the Congress leader during the recent poll rallies in Assam.

Sarma, once a trusted Congress minister of Gogoi who is presently in BJP, had almost garnered the support of 35 MLAs and tried the same tactics used in Arunachal Pradesh and Uttarakhand of shifting the base to BJP, he claimed.

“The Governor (Padmanabha Balakrishan Acharya) was also involved in this. Without his support how is it possible? That is why, the Centre is not appointing a permanent Governor in Assam. That is why they are appointing all RSS people as Governors,” Gogoi alleged.

He further said if the 35 MLAs, whose support was shown to be withdrawn from Gogoi’s leadership in front of the Congress High Command, had really shifted their allegiance to BJP, the government would have fallen instantly.

Gogoi also regretted his decision to trust Sarma during his tenure with the Congress.

“Yes, I trusted him a lot. He betrayed a simple man like me. Himanta and all his supporters were not original Congressmen. They come and go. Himanta was with ULFA, then AASU, AGP, Congress and now (a) BJP man,” he said.

Talking about the Uttarakhand crisis, the Chief Minister said the entire development is “just a murder of democracy”.

“You did it in Arunachal and now Uttarakhand. The government was to test its majority next day and you (Centre) toppled it. (This is) Hitler in India! This is dictatorial and a murder of democracy,” he alleged.

Himachal Pradesh Chief Minister Virbhadra Singh had accused the Modi dispensation of trying to “destabilise and topple” his government by using central agencies. He alleged the Centre has been destabilising Congress-ruled states one by one and cited examples of Arunachal Pradesh and Uttarakhand where President’s Rule was imposed.PTI

The plane, which had left Dubai at 2350 IST, crashed at 0620 IST, the airline said, identifying the passengers as 44 Russian nationals, eight Ukrainians, two Indians and one Uzbek national. Among them were 33 women, 18 men and four children.

“We are currently contacting relatives of the passengers and crew who were on board and we are offering any help we can to those affected,” it said.

Footage shown on local media showed a huge fireball engulfing a wide area after the plane went down. The authorities took more than an hour to get the blaze under control, the emergencies ministry said.

The ministry said more than 700 rescuers and 100 vehicles were combing the area in driving wind and snow where the wreckage was strewn, with investigators confirming one of the plane’s black boxes had been retrieved.

An AFP journalist at the scene said police had sealed off the airport’s perimeter and relatives of the victims had been taken to the arrivals hall.

Investigators said the plane had “skimmed the ground and broke into several pieces”, with fragments of the Boeing 737 reportedly scattered up to 1.5 kilometres from the crash site.

A strong wind warning was in place and it was raining hard at the time of the crash. Russian outlet LifeNews said the plane had been circling the area trying to land for two hours because of the poor weather.

President Vladimir Putin expressed his condolences to the families of the victims after being briefed on the crash by his transport and emergency situations ministers, the Kremlin said.

Other flights were diverted to Krasnodar airport, 300 kilometres south of Rostov-on-Don.

Following the crash, a criminal investigation was opened to determine whether any safety regulations were violated and if negligence played any part in the disaster.

“Different versions for what happened are being worked through, among them a mistake made by the crew of the plane, a technical problem onboard, difficult weather conditions and other factors,” Investigative Committee spokesman Vladimir Markin told Russian news agencies.
