Hisar too recorded bone-chilling low at 2.1 degrees Celsius, which was five degrees below normal.
Karnal’s low was recorded at 2.4 degrees Celsius, six degrees below normal, while Bhiwani and Ambala were equally cold recording respective below normal minimums at 3.8 and 5.4 degrees Celsius.
Chandigarh’s low settled at 6.2 degrees Celsius. The residents here woke up to a chilly morning with icy cold winds sweeping the city.

Ralegan Siddhi: Anti-corruption campaigner Anna Hazare on Wednesday attacked the Narendra Modi government for its ‘failure’ to bring back black money stashed in tax havens abroad and said people will teach it a lesson for the “fraud” perpetrated on them.
The 77-year-old Gandhian also refused to be drawn into the subject of political slugfest going on between his two former proteges — Aam Aadmi Party leader Arvind Kejriwal and BJP’s Kiran Bedi — in the Delhi assembly elections.
“People were promised during Lok Sabha elections that black money will be brought back within 100 days (of BJP forming its government), that Rs 15 lakh will be deposited in the accounts of every citizen, but not even Rs 15 have come.
“People have become aware now of the fraud perpetrated on them. They will teach a lesson (to the BJP-led government) the way they taught one to Congress. The masses have awakened after 2011 movement against corruption,” he said in an interview to a TV news channel.
Asked about his views on Kejriwal and Bedi, both his proteges in the India Against Corruption campaign, crossing swords for chief ministership of Delhi, the anti-graft crusader said he would not talk about politics.
“I don’t want to go into these things. Ask me about other things, ask me about the country. An Arvind or a Kiran is not important,” he said.
Questioned whether he was angry with them for entering politics against his advice, Hazare said, “No, no. The question of getting angry arises when you have expectations that are not fulfilled. I don’t have any expectations from anybody, so where is the question of anger?”
He also refused to hazard a guess about who — Kejriwal or Bedi — will emerge triumphant in the polls.
“I don’t know. Ask them,” he retorted when persistently questioned about his views on Delhi elections and asked, “Why are you pushing me into the cesspool?”
Hazare said no change can be brought through party politics and that there was no mention of politics in the Indian Constitution.
“No change can be brought through party politics. The Constitution also does not mention politics. It says any Indian citizen can contest elections. When 543 good individuals win and choose the Speaker of Lok Sabha and the Prime Minister and run the country, change will come,” he said.
Hazare, however, acknowledged that the task was daunting and will take long to achieve.
“It will take 10-12-15 years. When people will awaken and reject party politics and choose 543 good people as their representatives, then true democracy will come. People made sacrifices for independence but there has not been any struggle for democracy,” he said.
New Delhi: The central government Wednesday proposed to set up special hostels for students from the northeast region studying in Delhi.
Development of North Eastern Region (DoNER) Minister Jitendra Singh ordered a sub-committee be set up consisting of representatives from offices of resident commissioners of various states as well as representatives of the DoNER ministry to identify suitable location and land for construction of such hostels.
The minister was addressing a meeting here of resident commissioners of the northeastern states.
The accessibility, security and availability of basic amenities should be important consideration while planning such hostels, an official release said.
Singh also issued instructions for carrying forward negotiations about the venues which were shortlisted
as possible locations for these hostels.
The minister called upon the resident commissioners to maintain a regular and closer interaction with his ministry in a more institutionalised manner.
Singh suggested each resident commissioner could collect general information about the profile and composition of the people from his state living in Delhi. This would enable the DoNER ministry to focus its plans on specific needs of students, youth, elderly citizens, women and other sections of society from each state residing in Delhi.
New Delhi: Congress vice president Rahul Gandhi on Thursday criticised the Bharatiya Janata Party, accusing it of dividing people along sectarian lines for the benefit of corporates and of not fulfilling promises made prior to the 2014 Lok Sabha polls.
“The Bharatiya Janata Party wants to divide Hindus and Muslims and wants the poor to fight amongst themselves. That is their strategy so that a few corporates can benefit. Ever since they have come to power, India has not progressed, the employment rate has not increased, but the corporates have been getting business,” Rahul said, while addressing a rally in Seelampur, ahead of the legislative assembly polls in Delhi.
Mocking the Prime Minister’s promises and initiatives, the Gandhi scion further referred to his party as the ‘poor man’s party’.
“The Prime Minister promised to distribute Rs 15 lakhs to each household when he got the black money back into the country. You have not got the money, but Prime Minister Modi is wearing a Rs 10 lakh suit. You wanted employment, you wanted the government to curb inflation, and he has given you a broom to clean up with,” Rahul said, referring to the Prime Minister’s garb at the Republic Day celebrations and his Swachh Bharat initiative.
“The Congress party is not weakened – it is the poor man’s party and we will stand by those who are poor. We will provide every poor person with the right to shelter. We want everyone to be part of Delhi’s progress. Delhi is the capital and is everyone’s city. If we have to take Delhi forward, we’ll have to take everyone forward,” he added.
Rahul further accused the Aam Aadmi Party of being hand in glove with the BJP, pointing towards the large number of AAP leaders who have defected to the latter.
“The AAP only has one goal; to not let the Congress come to power. When the UPA was in power, Arvind Kejriwal started protests on every topic but now he doesn’t protest at all,” he said.
“When the UPA ruled, Arvind Kejriwal raised the issues of rape and corruption and held protests. Now when there is an NDA government, rape cases in Delhi have increased by 30 percent but Kejriwal has not held any protest. Also, Everyone who leaves the AAP goes to the BJP,” he added.
Voting for the 70-member Delhi assembly will be held on February 7 and counting will take place on February 10. A total of 673 candidates are in the fray.
New Delhi: BJP on Thursday announced that it will not come out with any manifesto for the Delhi Assembly polls and instead will release a vision document for the city in a day or two which will feature a roadmap for development and welfare of the people.
The decision was taken at a meeting chaired by BJP President Amit Shah during which various aspects relating to election campaign were discussed.
“We will not release a party’s manifesto for the Delhi Assembly election this time. Instead, we will come out with a vision document. The party has set a target to win the upcoming polls,” senior party leader and Union Minister Ananth Kumar said after the meeting.
He said the party will field 120 MPs, including a number of Union ministers, to campaign for the Delhi polls in the next few days.
On being asked why BJP is fielding almost all ministers and MPs, the BJP leader said, “We want to win this election with two-thirds majority and it will be our historic victory. We will go to this election with full strength.”
Kumar said more than 1.20 lakh booth in-charges and ‘panna pramukhs’ have been roped in to campaign and apprise people about BJP’s plans for the city.
He said the party will put up around 1000 posters in every constituency.
New Delhi: Rashtriya Janata Dal (RJD) supremo Lalu Prasad Yadav on Thursday asserted that the work towards the merger of the Janta Parivar is in progress, adding there was no obstacle in its path of unison.
“For the unity of Janta Dal Parivar, there is no obstacle anywhere. We want to be united and we are united. This will happen,” Lalu told ANI here.
“We have started working towards the merger and for this, [Samajwadi Party chief] Mulayam Singh Yadav has been given the authority,” he added.
The Janta Parivar had staged a protest at the Jantar Mantar in the national capital in December against the Prime Minister Narendra Modi-led BJP government over issues of black money, unemployment, farmer issues and communal tensions in the country.

Mumbai: In a bid to provide better lifestyle to people living in chawls of Mumbai, Maharashtra government is planning to start a revamp project on over 93 acres of prime land in the metropolis within next six months.
“The Bombay Development Department (BDD) chawls in Mumbai are spread in an area of more than 93 acres and include about 217 buildings. Residents have long been complaining that they are forced to live in dilapidated cramped rooms with no sanitation facilities. It is high time we do something for these residents,” Minister of State for Housing Ravindra Waikar told PTI here today.
A review meeting with officials of MHADA and the state’s Revenue and Urban Development (UD) departments will be
held in the first week of February to ascertain the prevailing the ground situation, he said.
“I will be reviewing the work done by these departments in the last few years. If there were lags, we need to know the causes behind it. This meeting will also make us prepare ourselves for the groundwork that needs to be done to undertake a project of this magnitude,” he said.
An apex body representing the chawl residents have a list of demands that they want to be fulfilled, he said.
“They have certain demands like getting 550 sq feet homes, plus getting to decide whether a private builder would construct their homes or MHADA. The state government is trying its best to ensure we incorporate all demands possible in our development agenda,” the minister said.
The redevelopment work of buildings located in prime lands such as Worli, Sewri, Lower Parel
and Naigaon will be done sector-wise, Waikar said.
“There are lot of people staying in these chawls. We need to ensure that we provide them proper transit facilities while the construction work goes on. Also, it will be easier for us to complete the project in time-bound manner,” he said.
The BDD chawls are part of colonies that were conceived in 1920 with the setting up of the Bombay Development Department to provide low cost housing to the economically disadvantaged people.

New Delhi: Raising the political heat ahead of Delhi Assembly Elections, the Bharatiya Janata Party (BJP) on Thursday targeted Aam Aadmi Party (AAP) chief Arvind Kejriwal.
Addressing a press conference, BJP leader Rajiv Pratap Ruddy announced that his party will corner AAP on various issues in the coming days.
He further accused Kejriwal of repeatedly going back on his promises and asked him five questions, which are as follows:
Why did Kejriwal accept Z+ security during his 49-day stint as Delhi chief minister?
Why didn’t the AAP chief fulfil his promise of ordering probe against Sheila Dikshit during his tenure as CM?
Why did the AAP chief change his stance and take support of Congress to form government in Delhi?
On the day of oath-taking ceremony, Kejriwal travelled in a metro train, then why is he using SUVs these days?
Why did Kejriwal used a private jet for travelling, when he himself was opposed to it?
AAP leader Yogendra Yadav, meanwhile, asked the BJP to frame a new set of questions for Kejriwal. He also accused the BJP of panicking before Delhi polls.
Not amused by the questioning, Aam Aadmi Party leaders said it reflected the panic that had set in the party.
“Just want to tell BJP, they can ask us 50, not five questions, but at least they should come up with new set of questions. The same questions have been repeatedly asked and been answered. It clearly shows that panic has set in the BJP,” said senior AAP leader Yogendra Yadav.
Earlier today, the BJP announced that it will eschew a manifesto for the forthcoming Delhi polls and will instead come up with a ‘vision document’.
Delhi goes to polls on February 7, with counting of votes set to take place on February 10.
Mumbai: Police have arrested and bailed the editor of an Urdu-language newspaper in Mumbai for reprinting a cartoon of the Prophet Mohammed from satirical French magazine Charlie Hebdo, police said Thursday.
Shirin Dalvi, editor of the Mumbai edition of the daily Avadhnama newspaper, was arrested by police in the town of Mumbra in Thane district, close to the financial capital.
The editor was arrested under section 295A of the Indian Penal Code, which bans malicious and deliberate acts intended to outrage religious feelings.
“She was arrested by us, produced in the court and granted bail. We are investigating the matter,” S.M. Mundhe, senior police inspector in Mumbra, told AFP.
The Indian Express said several readers approached police in Mumbai and Thane after Urdu paper Avadhnama reprinted the Charlie Hebdo cover image, which was published after gunmen stormed the magazine`s offices in Paris on January 7 and killed 12 people.
That cover issue showed the Prophet Mohammed with a tear in his eye holding a “Je suis Charlie” sign — the slogan taken up by supporters of the magazine after the shootings — under the headline “All is forgiven”.
Mundhe did not confirm details of the Charlie Hebdo cover in question and AFP was unable to reach staff who could comment at Avadhnama, which has several editions across India.
Last week, tens of thousands across Muslim-majority Indian Kashmir, Afghanistan and Pakistan took to the streets to protest against Charlie Hebdo`s cartoon portrayal of the Prophet Mohammed.
Images of the prophet are considered blasphemous by many Muslims and the magazine`s publishing of the cartoon has trigged protests in Muslim countries around the world.
