“The Lt Governor of National Capital Territory of Delhi with Chief Minister of National Capital Territory of Delhi is pleased to allocate portfolio of Transport Department to Satyendar Jain, Minister,” a notification issued by GAD yesterday said.
Jain had temporarily taken care of the transport department for about 20 days when Rai had gone under a surgery to get a bullet removed from his neck and then physiotherapy treatment in Hyderabad.
Rai yesterday said he had requested the Chief Minister to relieve him from the Transport Department portfolio as it had a very heavy workload.
He has been undergoing physiotherapy, which is expected to last three months, at the Indian Spinal Injuries Centre and is housed in the hospital.
The two phases of the odd-even scheme were implemented under the leadership of Rai as Transport Department was involved in the execution of the road-rationing plan on the ground.
Last month, he had announced Premium Bus Service Scheme to encourage the car users to leave their vehicles and use public transport.

The petition said that producers have not yet been given a copy of the order by the government or the Censor Board and that unless they had a copy of the order in hand, how could they proceed in the matter to undertake the amendments purportedly suggested by the Committee on May 3.
The movie is slated for release on June 17.
The petition, filed by Phantom Films, a production and distribution company established by Anurag Kashyap, sought a direction from the high court to the government and the Censor Board to hand over a copy of the review committee’s decision on the “objectionable” scenes and dialogues in the film.
The petition, filed through law solicitor film Naik Naik and Co, is slated to come up for hearing before a bench headed by Justice S C Dharmadhikari this afternoon.
The makers of the film are said to have been asked by the Review Committee of Censor Board to remove all references to Punjab and make 89 cuts. Kashyap, however, said they are waiting for an “official letter” from the Board on the issue.
The Shahid Kapoor, Alia Bhatt, Kareena Kapoor Khan and Diljit Dosanjh starrer movie that delves into how the youth in Punjab have succumbed to drugs has also unleashed political sparring prompting Kashyap to ask parties to stay away from the censorship row.

“I request Congress, AAP and other political parties to stay out of my battle. It’s my Rights vs the Censorship. I speak only on my behalf,” he said.
The AAP and Congress had earlier accused Punjab’s ruling SAD-BJP alliance of exercising its influence to “censor” the movie, a charge denied by the state government.
A five-year-old girl has been awarded Rs 1.58 lakh compensation by the Thane Motor Accident Claims Tribunal for her injuries in a freak accident in 2013.
Roshani Kamod Kumar, in her claim filed through her father Kamod Kumar Gupta, told the MACT that on January 18, 2013 she was playing near her house at Nerul in Navi Mumbai.
At that time, a car driver moved the vehicle in reverse direction on high speed and dashed against her, as a result of which she sustained multiple grievous injuries.
The tribunal was told that the mishap caused closed right midshaft femur fracture and other injuries to the child, who was just two years old at that time.
An offence was registered with local police and the girl was treated at D Y Patil Hospital.
Her parents spent around Rs 20,000 on her treatment.
They said Roshani was a brilliant student having bright future prospects, but the accident caused her permanent disability and affected her working and future earning capacity, for which they claimed Rs 1.50 lakh compensation.
The accident happened due to sole negligence of the car driver, the petitioner claimed, and sought compensation from vehicle owner Sudeep Kumar Ravi Kumar and L&T General Insurance Company.
The car owner did not appear before MACT, and hence the matter was decided ex-parte against him.
The insurance company argued that the girl’s father was not an eye witness to the accident and he had also not examined any independent eyewitness. Therefore, the applicant failed to prove negligence on part of the car driver.
MACT member and District Judge K D Vadane said the applicant’s contention is corroborated by police papers.
“Therefore, I have no hesitation to come to conclusion that impugned accident occurred due to sole negligence on part of the car driver,” he said.
The applicant’s counsel submitted that the girl was admitted in hospital and later also took OPD treatment. Her parents spent huge amount on her treatment, but her injuries were not cured and permanent disability to the extent of 39 per cent was caused to her.

CBI today questioned Himachal Pradesh Chief Minister Virbhadra Singh in connection with its probe into allegations of disproportionate assets amassed by him during his tenure as Union Minister.
CBI sources said the 81-year-old Chief Minister appeared for questioning at the agency headquarters here.
The agency had initiated an inquiry which had allegedly showed that as Union Minister during 2009-2012 (UPA rule), Singh had allegedly accumulated assets worth Rs 6.03 crore (approx) in his name and in the name of his family members which were found to be disproportionate to his known sources of income, CBI has said.
The FIR filed with a designated court in Delhi under the Prevention of Corruption Act, named Singh, his wife Pratibha Singh, LIC agent Anand Chauhan and Chunni Lal Chauhan.
The allegations have been refuted by Singh.
In a statement, CBI spokesperson had said it was further alleged that Singh had invested his unaccounted income in LIC policies in his name and in the name of his wife and other family members through a private person by showing the same as agricultural income.
“This was done by creation of a MoU purportedly dated June 15, 2008 for maintenance of an apple orchard, with the said private person (Chauhan) for a period of three years. The private person had allegedly deposited Rs five crore cash (approx) in his own bank account and debited the same through cheques for purchasing various LIC policies in their names,” CBI had said.
It had said Singh allegedly attempted to legitimize the same as agricultural income by filing revised Income Tax Returns in 2012.
“The agricultural income as claimed by him in his revised ITRs was not found to be tenable. The then Union Minister had allegedly accumulated other assets disproportionate to known sources of income,” CBI has alleged.PTI

The National Green Tribunal has directed a five-star hotel here to submit details of its water consumption after a plea alleged that the hotel was illegally extracting ground water and causing environmental degradation.
A bench headed by Justice U D Salvi directed Hotel Jaypee Vasant to inform the tribunal about the supply of water it received through tankers between August, 2015 to January, 2016 and also submit all bills in this regard.
“We direct the Respondent No 1 (Hotel Jaypee Vasant) to make a candid statement as to the supply of water through tankers between the period of August, 2015 to January, 2016 and place all such bills for the said period before us on the next date,” the bench said while posting the matter for next hearing on July 15.
During the hearing, Delhi Jal Board told the bench that the hotel has two sanctioned water lines and the average consumption for 26 days is 139 kilo litres that is 5.3 litres per day through one of the water lines. The consumption from the other water line is almost negligible, he said.
The counsel appearing for the hotel informed the bench that the water requirements are met either by Delhi Jal Board or water tankers.
The tribunal had last year issued notices to three five-star hotels, Central Ground Water Authority, Delhi Jal Board, New Delhi Municipal Council, Central Pollution Control Board.
The directions came while hearing a plea filed by Delhi resident Shailesh Singh seeking directions to immediately stop withdrawal of ground water without permission.
Singh had alleged that these five-star hotels were using “several lakh litres” of ground water and the sources of water are not visible in their premises.
The plea had alleged that according to Delhi Pollution Control Committee, one of the hotels was extracting 2,22,600 litres of water from supply and is having two bore-wells to extract ground water.
Earlier, the tribunal had imposed a fine of Rs 7.5 lakh on one of the hotels after it found “unsatisfactory” rain water harvesting systems in their premises.PTI
